Salary – Up to £83,000 plus £5,000 car allowance

My client is the largest Housing Association in Europe with a 100 year heritage they have provided over 125,000 new homes and currently sit at around £800 million turnover per year. Having reviewed there current position in the market and set new clear objectives for the next 10 years, my client is now targeting the construction of 50,000 new homes, and with it become the UK’s largest house builder. Alongside the already well established land team my client have now decided to add an in-house Technical and Commercial team to further enhance product output and specification. About the Role:

To work closely with the Commercial Director and others to take a lead role in defining the overall strategy for my client’s Development Framework Programme. Some of your duties will include but not be limited to;

  • Full commercial management of a number of housing projects from conception to completion.
  • Provide information, where necessary, for the land purchase exercise that will enable clear materials and labour costs to be considered at that stage.
    Monitor and report build costs periodically reporting any savings and excesses
  • Calculate all the prime costs on developments within the business, reporting any movements in the costs since the preparation of the land purchase exercise.  Prime costs to include but not restricted to house pricing, labour costs, site work operations and remediation work.
  • Act as the main interface for the delivery of the agreed strategy – attend meetings with suppliers/service providers as necessary
  • Review existing framework agreements and individual appointments, carry out research to establish the Group’s spend profile and performance assessments across all supplier groups and regions
  • Maintain schedules of quantities and price them individually for prime cost budget.
  • Manage the adoption process of public works.
  • Complete the apportionment of total prime costs to individual plots and produce a profit analysis for the Director.
  • Undertake valuations of production at budgeted cost on a monthly basis and split the cost of profit completions and potential future profit to estimate a value for work in progress.
  • Report on savings and excesses against budget costs to the Director.
  • Forecast final accounts.



Candidate Requirements:

  • Ideally at least 10 years of Quantity Surveying experience
  • Must have worked either client side or with a main contractor
  • Strong knowledge of application of OJEU requirements in relation to supply chain and application in relevant parts of group operations
  • Mature knowledge of industry supply chain – Developers, Contractors, Consultants
  • Experience of both Residential and mixed-use development
  • Developer or Construction background
  • Cost planning expertise – preparation, review and validation of scheme cost plans
  • Contractual expertise – preparing, interpreting and reviewing scheme documents – legal agreements which may include professional services contracts and appointments, building contracts and the like
  • Knowledge of RC Frame based development would be ideal
